Successful Terror Requires Concession. Like South American and Indonesian kidnapping of western tourists, or organized crime extortion on city streets..... they wouldn't continue to pursue these violations of civil society if they didn't yield results, that's why you don't pay ransom, it only endangers future travelers.Could you imagine what would happen if your local law enforcement negotiated with drug dealers, serial killers, and bank robbers. The only goal of terrorism is to get something from it, like political gains , publicity or sympathy. The only way to combat terror is to let them gain nothing but their own destruction, the slightest gain for them is enough to sustain them. If you reward something, you will get more of it. make no mistake about it... Meeting with these barbarians is a reward to them.. it furthers their political goals and legitimizes their gripes... whether you intend to or not.
